BPSS establishes a baseline level of pre-employment assurance for individuals working within or for UK government. It applies to civil servants, contractors, temporary staff, members of the armed forces and suppliers where the relevant government requirements apply.
BPSS is not a formal security clearance. Instead, it provides the foundation on which National Security Vetting may subsequently be carried out where a role requires a higher level of clearance.

The Baseline Personnel Security Standard consists of four principal areas of verification:
The candidate's identity must be established using appropriate documentation and verification procedures.
This provides the foundation for the other BPSS checks by establishing that the records being reviewed relate to the correct individual.
The organisation must confirm that the individual has the appropriate Right to Work in the UK.
Depending on the candidate's immigration status, this may involve appropriate documentation, an online Home Office check or the Employer Checking Service.
Civil Service positions may also be subject to separate nationality requirements. These should not be confused with the general Right to Work requirement.
BPSS requires verification of the individual's disclosed employment, academic history and/or relevant qualifications for a minimum of the previous three years.
This may involve employer references, HMRC employment information or other appropriate evidence.
Relevant gaps in the candidate's history may also require explanation and supporting information.
BPSS includes a check of unspent criminal convictions through the relevant criminal-record authority.
For England and Wales this will normally involve the Disclosure and Barring Service. Different arrangements apply in Scotland and Northern Ireland.
An unspent conviction should not automatically result in rejection. Its relevance should be assessed in the context of the position and the circumstances identified.
BPSS is the recognised baseline pre-employment standard for individuals working within or for UK government.

Whether BPSS is required should be established by the employing or contracting organisation.
Private-sector employers should not describe ordinary background screening as BPSS simply because similar checks are being undertaken.
Where an organisation wants comparable identity, employment, criminal-record or Right to Work verification for a role outside the BPSS framework, those checks can instead be incorporated into a wider Pre-Employment Screening programme.
BPSS and National Security Vetting are different.
Passing BPSS does not mean that an individual holds Security Check, Counter Terrorist Check, Developed Vetting or another national security clearance.
BPSS provides a baseline level of assurance and is required before or alongside the appropriate National Security Vetting process where the role demands higher clearance.
The requirement for any subsequent security clearance is determined by the authority responsible for the position.
International employment or residence does not automatically prevent an individual from meeting BPSS requirements.
However, additional verification may be necessary where a candidate has spent significant periods overseas.
Current government BPSS guidance provides for additional assurance where an individual has resided overseas for six months or more within the preceding three years.

BPSS screening may identify information that requires further consideration rather than producing a simple pass or fail answer.

A discrepancy does not automatically establish dishonesty or make somebody unsuitable for employment.
Where appropriate, the candidate should have an opportunity to explain the information and provide supporting evidence.
The employing organisation remains responsible for considering the findings and determining whether the BPSS requirement has been satisfactorily met or whether any identified risk can appropriately be managed.
